When you see water coming out from the water heater release valve there are two most likely causes.
Water heater discharge line leaking.
If the water heater is heating the water too much the excessive pressure may be causing the t p valve o leak.
However if the pooling of water is directly under or in close proximity to the water heater then it s a good decision to look closely at your water heater.
The relief valve is working the way it s intended and water drained to reduce the pressure inside the tank.
If a pressure relief valve for a boiler is accidentally installed on a water heater it will leak like crazy from the start.
Which means if everything s working correctly you should only ever see water dripping near the floor if your tpr valve discharges.
Is your hot water heater leaking from overflow pipe internal leakages.
Your water heater s relief valve can start leaking for one of two reasons.

There s a problem with the valve such as a faulty seal and the water is unintentionally leaking.
At the bottom of the tank there must drain valve in every cold hot water heater leaking from top.
A trapped tpr dischage pipe is a common defect when a replacement water heater s tpr valve is lower than the original one and the installer connects to the exisitng discharge piping at the wall.
These valves may look identical but they re set to go off at 30 psi.
If you ve ruled out condensation as being the culprit you may have a leak in your water softener discharge lines furnace drain lines or other plumbing.
If the tank is leaking there must be internal leak of hot water heater.
After several gallons have drained release the retrieve here.
During a normal discharge from your tpr valve water should release via the discharge pipe that runs down the length of the water heater.
If the valve was removed recently it s possible it is now failing to seal properly.
In the first case the valve will drain water out of the discharge pipe as explained above.
Either the valve was triggered to open because of excessive temperature or pressure or the valve itself is faulty.
